The Progressive Wage Model (PWM) helps to increase wages of workers through upgrading skills and improving productivity.
Employers must ensure that their Singapore citizen and PR workers meet the PWM training requirements of attaining at least 1 Workforce Skills Qualification (WSQ) Statement of Attainment, out of the list of approved WSQ training modules.

Steps to Apply Skills Future Claim
- The staff will send you an invoice with the fee breakdown.
- Login to the MySkillsFuture portal, select the course you’re enrolling on and enter the course date and schedule.
- Enter the course fee payable by you (including GST) and enter the amount of credit to claim.
- Upload your invoice and click ‘Submit’

Get Additional Course Fee Support Up to $500 under UTAP
The Union Training Assistance Programme (UTAP) is a training benefit provided to NTUC Union Members with an objective of encouraging them to upgrade with skills training. It is provided to minimize the training cost. If you are a NTUC Union Member then you can get 50% funding (capped at $500 per year) under Union Training Assistance Programme (UTAP).

Steps to Apply UTAP
- Log in to your U Portal account to submit your UTAP application upon completion of the course.

- SSG subsidy is available for Singapore Citizens, Permanent Residents, and Corporates.
- All Singaporeans aged 25 and above can use their SkillsFuture Credit to pay. For more details, visit www.skillsfuture.gov.sg/credit
- An unfunded course fee can be claimed via SkillsFuture Credit or paid in cash.
- UTAP funding for NTUC Union Members is capped at $250 for 39 years and below and at $500 for 40 years and above.
- UTAP support amount will be paid to training provider first and claimed after end of class by learner.
Appeal Process
- The candidate has the right to disagree with the assessment decision made by the assessor.
- When giving feedback to the candidate, the assessor must check with the candidate if he agrees with the assessment outcome.
- If the candidate agrees with the assessment outcome, the assessor & the candidate must sign the Assessment Summary Record.
- If the candidate disagrees with the assessment outcome, he/she should not sign in the Assessment Summary Record.
- If the candidate intends to appeal the decision, he/she should first discuss the matter with the assessor/assessment manager.
- If the candidate is still not satisfied with the decision, the candidate must notify the assessor of the decision to appeal. The assessor will reflect the candidate’s intention in the Feedback Section of the Assessment Summary Record.
- The assessor will notify the assessor manager about the candidate’s intention to lodge an appeal.
- The candidate must lodge the appeal within 7 days, giving reasons for appeal
- The assessor can help the candidate with writing and lodging the appeal.
- he assessment manager will collect information from the candidate & assessor and give a final decision.
- A record of the appeal and any subsequent actions and findings will be made.
- An Assessment Appeal Panel will be formed to review and give a decision.
- The outcome of the appeal will be made known to the candidate within 2 weeks from the date the appeal was lodged.
- The decision of the Assessment Appeal Panel is final and no further appeal will be entertained.

Shahul Hameed Maricar: Shahul Hameed Maricar is a certified ACLP trainer and MOE instructor with over a decade of experience in systems integration, product design, and technical training. His career spans multidisciplinary expertise in 3D art, mechatronics, embedded systems, and industrial design, where he has delivered impactful solutions in both academic and corporate settings. With deep technical skills in 3D design software such as Blender and Fusion 360, as well as programming in Python, JavaScript, and C++, Shahul integrates both digital and physical product development in his teaching.
As a trainer with Tertiary Infotech and other organizations, Shahul has conducted WSQ programs in Fusion 360 for product design, 3D modelling, and prototyping. His ability to simplify complex technical concepts and his passion for exploring new technologies enable learners to understand how additive manufacturing can be applied to real-world product innovation. By combining strong technical knowledge with hands-on teaching, Shahul equips participants with the skills needed to design, prototype, and innovate using 3D printing and advanced manufacturing methods.
Eve Tan Li Meng: Eve Tan is a highly experienced 3D printing trainer and Autodesk Fusion 360 lecturer, with over six years of industry experience in additive manufacturing and product innovation. As Singapore’s appointed Women in 3D Printing Ambassador, she actively supports and mentors learners and industry professionals in advancing their skills in 3D design and fabrication. She is also a moderator for the global Josef Prusa 3D Printer Facebook group with more than 28,000 members, where she provides technical guidance and community support on 3D printing practices.
An ACTA-certified trainer, Eve has delivered numerous WSQ and SkillsFuture courses on 3D printing, scanning, design, and Arduino programming. Her expertise covers a wide range of tools, including Autodesk Fusion 360, SketchUp, Simplify3D, Meshmixer, and Repetier software. Eve is also an innovator, having developed her own custom 3D printer with unique non-breaking module features for practical usability. With her strong technical foundation and engaging teaching style, she empowers learners to transform product development ideas into innovative prototypes and production-ready solutions through additive manufacturing.
Tan Woei Ming: Tan Woei Ming is a seasoned engineer and innovation specialist with over 15 years of experience in product design, advanced manufacturing, and automation systems. He holds a Master’s degree in Intelligent Systems from the National University of Singapore and a First-Class Honours in Electrical and Electronic Engineering from Nanyang Technological University. Throughout his career, he has led cross-disciplinary projects in robotics, industrial AI, and digital manufacturing, focusing on integrating smart technologies such as 3D printing, computer vision, and machine learning into modern production workflows.
In “Innovating Product Development with 3D Printing and Additive Manufacturing,” Woei Ming focuses on the end-to-end innovation process—from conceptual design and CAD modeling to rapid prototyping and production scaling. His sessions guide participants in leveraging additive manufacturing to reduce development cycles, optimize material usage, and enhance design flexibility. With his strong technical foundation and industry experience, he enables learners to apply 3D printing technologies strategically, transforming traditional manufacturing into agile, intelligent, and cost-efficient operations.
